Stormwater Utility Fee

Adopted in 2017, the stormwater utility fee provides a dedicated funding source for drainage related issues. It is paid by all property owners based on the amount of impervious surface on the property. This includes driveways, sidewalks, building footprint, patios, and other hard surfaces through which water cannot penetrate.

The fee is based on the average amount of impervious surface found on all residential properties based on a 2017 study. This calculation formed the basis for what is called an Equivalent Residential Unit (ERU), which is how commercial properties are charged. All residential properties are billed for 1 ERU each month, while commercial properties are billed based on the number of ERUs of impervious cover on those properties.

Revenue from this fee is directed to the Stormwater Utility Fund, which exists for the sole purpose of funding drainage related improvement projects. This revenue is not used to offset staffing or administrative costs; it is 100% dedicated to projects.

Currently, this fee provides funding for the drainage improvements related to the Oakey Corridor Phase One project as well as routine maintenance and operations projects. It may also be used for road maintenance and repairs related to drainage concerns.

Residential Rates

All single-family households are billed at 1 ERU per month, at a rate of $5.60 per ERU.

Commercial Rates

All commercial properties are billed at the actual calculated ERU based on impervious surface. The actual amount billed will vary for each commercial property. If you have questions about your bill, please call 682-229-2400.
